Most of this themes come in CAB format. In this case you'll have to copy the download file to the device and execute it from there and follow the onscreen instructions. If it comes as ZIP file, uncompress the zip file to a folder in your PC and copy it to your device in the ThrottleLauncher\Setups folder.
After installing the theme open ThrottleConfig and select the theme in the combo box and reload the plugin. The theme will show up in your today screen
